Notice is hereby given that sealed bids will be received by the Board of County Commissioners of Renville County, Olivia, Minnesota at the office of Renville County Public Works Director/County Engineer, County Office Building, 105 S. 5th St., Suite 319, Olivia, Minnesota, 56277, until 2:00 PM on Friday, May 24, 2019, for the contract listed below. Minimum wage rates to be paid by the Contractors have been predetermined and are subject to the Work Hours Act of 1962, P.L. 87-581 and implementing regulations.

The Minnesota Department of Transportation hereby notifies all bidders:

The following notice from the Minnesota Department of Human Rights applies to all contractors:
"It is hereby agreed between the parties that Minnesota Statute, section 363A.36 and Minnesota Rules, parts 5000.3400 to 5000.3600 are incorporated into any contract between these parties based on this specification or any modification of it. A copy of Minnesota Statute 363A.36 and Minnesota Rules, parts 5000.3400 to 5000.3600 is available upon request from the contracting agency."
"It is hereby agreed between the parties that this agency will require affirmative action requirements be met by contractors in relation to Minnesota Statute 363A.36 and Minnesota Rules 5000.3600. Failure by a contractor to implement an affirmative action plan or make a good faith effort shall result in revocation of its certificate or revocation of the contract (Minnesota Statute 363A.36, Subd. 2 and 3)."
There is no specific numerical DBE goal assigned to this project. While no numeric DBE goal is assigned to this contract, the contractor, sub-recipient or subcontractor should make every reasonable effort to solicit DBE firms to participate as subcontractors, service providers and suppliers on this project.

You MUST be a "Registered" plan holder to bid on this project. In order to be a "Registered" plan holder you must complete 1 of the following:
a. Purchase a paper plan/proposal set from Renville County Public Works OR
b. Download electronic copies of the plan and proposal "Directly" from the Renville County eGram Web Site. Contractors must obtain a password from Renville County Public Works to download the plan information and register as a plan holder. Password information can be obtained by contacting Renville County Public Works at 320-523-3759.
Each bid shall be accompanied by a bidder's bond naming the County of Renville as obligee, or certified check payable to the Auditor/Treasurer of Renville County equal to at least five percent (5%) of the amount of the bid, which shall be forfeited to the County in the event that the bidder fails to enter into a contract.
Each bid shall also be accompanied by an approved affirmative action certification.
The County Board of Commissioners reserves the right to retain the deposits of the three lowest bidders for a period not to exceed sixty (60) days after the date and time set for the opening of bids. No bids will be withdrawn for a period of sixty (60) days after the date and time set for opening bids.
Contractors, subcontractors, or material suppliers desiring a copy of the plans, specifications and proposal forms may purchase them from the office of Renville County Public Works, 105 S. 5th St., Suite 319, Oliva, Minnesota 55277 upon payment of $300.00 (plus tax), which is non-refundable.
No Refunds will be made. Minnesota Sales Tax (6.875%) is included in all counter purchases and on all orders shipped to points in Minnesota. Make checks payable to Renville County Public Works.
Payment for the work will be by check or EFT, upon a duly processed claim form.
The County Board of Commissioners reserves the right to reject any or all bids, waive technicalities and to award the bid in the best interest of the County of Renville. .
